This publication puts the spotlight on the action planning process and results, as part of the large-scale, collaborative durable solutions analysis conducted from 2020 to 2022 in 17 localities in Darfur, South Kordofan, and Blue Nile, Sudan (see locality-level reports and thematic briefs). Importantly, the Locality Action Plans translate the durable solutions analyses into concrete programming, thus fostering a pathway for collective outcomes and comprehensive interventions.
The solutions analysis studies were led by the national-level Durable Solutions Working Group (DSWG), with funding from the Peacebuilding Fund (PBF) and the Central Emergency Response Fund (CERF) Sudan as well as technical support from JIPS.
Founded on inclusive analysis and participatory processes, these Locality Action Plans reflect the priorities of local actors, including displacement-affected communities, and contribute to the operationalization of Sudan’s National Durable Solutions Strategy at the locality level. The publication sheds light on this transformative journey, initiated in eight localities in Darfur, expanding to nine more localities in subsequent years.
The collective, evidence- and area-based approach considers all population groups – from internally displaced persons to local communities, returnees, and nomads. The Locality Action Plans address specific barriers and vulnerabilities identified in each locality, striving to reduce humanitarian needs, tackle development and peacebuilding challenges, and contribute to localized collective outcomes.
Common topics such as rule of law, access to land and tenure, food security, and strengthening capacities of youth, women, and nomads emerge across these tailored plans. By supporting environments conducive to solutions, the Locality Action Plans not only offer a framework for immediate action but also pave the way for sustainable, resilient, and inclusive communities.
